The Ball Foundation entered a period of "engagement" with the Chula Vista Elementary School District (CVESD) in 2000, forming the Community of Schools (CoS) initiative. A 4-year partnership agreement was then signed in the fall of 2002. CVESD, which is located between San Diego and Mexico, is the largest K-6 elementary district in California with over 23,000 students. The district is one of the most decentralized in the country, and its leaders have created a way of operating that they refer to as "student-based decision making." CVESD has 39 schools, including charter schools, accelerated schools, Comer Schools, Professional Development Schools, and Model Technology Schools, as well as year-round, extended year, and modified year schools. Over 40 home languages are spoken in a district that is 63% Hispanic.

About the Work: A Snapshot

Continuous School
Improvement
The foundation contracts with Focus on Results to provide coaching and training for instructional leadership teams in partnership schools and the Instructional Services and Support Department. Each cohort of schools receives 3 years of intensive training from Focus on Results.
Quality Teaching and Learning The partnership contracts with Focus on Results to hold literacy academies for all district principals.
Communities of Practice

Partnership schools have participated in the foundation's Partnership Learning Network. They have attended national meetings and attended learning visits to other partnership sites. The foundation is developing a local community of practice with the first cohort of partnership schools.
